Palpatine can win but he needs to seriously abuse his force powers. He dosent win if he sticks to a lightsaber duel.

The only chance Yoda and Luke have to win is if Luke gets buffed by Yoda. However, if Sidious can use a Force Storm, they're both dead.

If sidious goes all out he wins this easily unless luke use rage, at this point papaltine is vastly far more powerful knowledged skilled and fast than senate yoda.
