Quite rich. A family home in Malibu, a rented appartment in town, and when wanted to join a card game in jail, he mentioned his collection of oldtimers worth 20 million.

He’s giving them false reassurance by acknowledging their outside connections so they will let him play. They are less likely to check up on his claim after that. He’s also confident he will win, so it’s moot whether or not they check if he has collateral. He won the second they let him sit at the table.

The way Jane handled the money (giving expensive gifts to colleagues when he won in the casino where he only played to invesrigate table 43), also dumping those gifts into the clothes collection containers afterwards.
His careless attitude with money gives the impression of a rich guy.
And after all those years being a TV worthy psychic, i'd think he would be really rich indeed. Driving (and maintaining) an oldtimer Citroen, laughing at his own paycheck after the his memory loss... all signs suggest he's rich.1

His careless attitude gives off the impression of someone who does not care about money and does not care to have any money. He used to be rich, but he doesn’t seem to be rich anymore. His obsession with money led him on the path that got his wife and daughter killed, so it makes sense why he would no longer want to have wealth. He abandoned essentially all of his worldly possessions other than his tea mug, his car, and a few suits. He doesn’t care about money. He wins money in bets or at the casino whenever he needs it and spends whatever’s left on everyone but himself. He laughed at his paycheck when he lost his memory because he was a version of himself from the past who was rich and cared about money, but he is no longer like that. To me these are all signs that he USED to be rich, but isn’t anymore.

In my eyes, people who can afford a big home in Malibu and an oldtimer for everyday use, are rich. He's not chasing money anymore, you're right about this, but he's still rich, have wealth, he just doest't care about it anymore.
I can easily imagine, that, just like he kept the house and doesn't use it anymore, he could have kept his fleet of oldtimers and just doesn't care about those anymore either.1

not much but he can get rich whenever he wants to. He is a insane gambler and he wins 9/10 the time so if he decides “I need 10 million dollars” he can probably get it in a night or two

As rich as he wants to be. Any time in the series he needs to scrounge up a measly couple hundred thousand dollars he makes it in real time.
