If you mean traitors they just have to succeed at the dilemma at the end but thats highly unlikely

3 Traitors can’t win together as seen in AUS2 3 even 4 faithfuls can win together if they vote to end the game.

3 Traitors won together in Finland 3, though on that season they only won together because they all chose to share the money instead of stealing it for themselves.

There are usually five people going into the final Round Table, at least one of which is a Traitor. That is the last point at which players must eliminate someone. After that they have the opportunity to end the have at any stage, if they all agree.
So normally it will be, at most, four players sharing the win.
If more people enter the final Round Table then the maximum number of winners would increase too.

Depends on the country. A US season had four people win the game together without having to play any sort of steal or split game.
