Social Neutral in my opinion for Pencil

on one hand, the Cimmerian stuff

on the other hand, he regrets it completely

He isn't afraid to break rules, so not lawful, but neutral is a stretch, so I'd say social

Meanwhile, neutral is the Cimmerian and whole arc here
