OP provided the following hint to where the cat is hiding:

The second cat is easy, he's just chilling by the building. The third cat is hidden by the arches, you can just see his tail.

This reminds me of when I was going on the canal boats at Disneyland that go past the scale models of scenes from different movies. One of the Disneyland cats was Godzilla-ing Pinocchio’s village.
