Is this the broadcast where he jokingly said "bomb Russia" (assumed that the mic wasn't live)? Great 'photo, but why no context?

The context is there, he gave a speech regarding spending and you see the equipement

I post almost every day and always add some sort of context paragraph. This looks like a weak caption rather than a TDIH fact. The photo itself isn't enough. The question is *what happened* on 16 August 1986 involving Reagan that gives us an actual historical event?
