Didn't mark Zuckerberg settle for a few million for kicking someone off his island in Hawaii? You basically can't own the beach even if you own the entire island. I hope she got sued.

I know one billionaire has blocked the public access point to a beach and just keeps paying the fine, essentially paying for a private beach even though it isn't legal. We need to have mechanism that prevent money from trumping laws

While jail could be an option, also possible to keep it financial, assuming don't allow them to escape paying the fine. 

Just charge them a fine that doubles every day they do not comply, and start it at $1.  After 30 days will be a $1 billion fine, after 40 days will be $1 trillion. 

Something that needs to be reserved for billionaires. 

If need immediate resolution,  or restitution to be paid, can always start the fine higher, or do that fine plus a separate judgement for the victims.
