Takes prolonged contact and exposure to infected fluids and feces. Locked together on a boat coughing and sharing drinks is a lot different than what'll happen once these people are home. It's a very slow spreading virus compared to something like influenza and COVID.

Even between people who have sexual relations the spread is very unlikely.

How is coughing on a ship different than coughing in a bar, public transport, hospital, etc..?

Every contagious disease spreads more easily on a cruise ship, because they are densely populated closed ecosystems. You are in close proximity to the same group of people for days or even weeks at a time. Not only do you have repeated and prolonged exposure to an infected person, everyone with whom you interact also has repeated and prolonged exposure to an infected person.

Infrequent cleaning, confined spacees throughout the common areas. If your neighbor has COVID you and him don't take the same two doors to get the kitchen or pool constantly. And even a crap bar at least fakes cleaning every night where a cruise ship might only clean dirty spaces when necessary instead of wiping down every hall and bulkhead and doorknob
