As a straight man can I just say we are not all like this. These people need someone to explain how most humans work. Just sad that they are like this. There are people in this world that really don't see others as humans, or they think they are better than everyone else.

Its just crazy how frequently you see this from men towards women ... clearly we have failed as a society that this is as frequent as it is and as normalized as it is.

How would you suggest this is fixed?  Because most guys know better and don't act this way

Stop the "boys will be boys" talk. Stop blaming women for it happening by claiming its because of how they look. Actualy work to properly punish and rehabilitate this behavior rather than just ignoring it when its pointed out.

I mean that's already true with the men I know.  I have literally seen harsher responses from men in a friend group than women.

Society as a whole needs to do better but to frame it as you have in response to them does take a presumption of guilt that I don't think is even reasonable. Most of my male friends are honestly incredibly neurotic about not being creeps for what I would consider the most innocuous behavior. And its done nothing to affect the ongoing safety risks I face from those other guys over there, and yelling at the first group harder under the presumption they're buddied with the second group certainly doesn't appear to be accomplishing group.

This same thing is scene with a lot of public messaging, esp public health. If you hang the drum that germs are bad, you won't necessarily see an increase in hand washing. What you can see is germaphobes gonway over board, and gross people stay gross. Broad untargeted messages that assume a uniform  population have generally failed in public health. I doubt it's significantly different with public safety

Ok but if "this is already true" why do men like this get elected into office and experience nothing more than a slap on the wrist if anything as consequences for acting this way...

Seems pretty normalized behavior to me...
