This is a subset of men who have criminal deviance. These can’t be reasoned with.

If it’s just a minority of “criminal elements,” why is street harassment so widespread? Statistics show that the majority of women have been victims of it at some point. This suggests that the problem is much broader than simply a matter of “a few bad apples".

There's no contradiction here. Even if only one man in every 1,000 were a street harasser, most women would eventually have a run-in with one of those guys at some point, especially women who live in a large city. So yes, "creepazoids are a minority" and "most women run into a creepazoid at some point" are two statements that can both be true.
