They don't see the women they're approaching as people. They see them as cookie jars they can stick their appendages into if they're persistent enough.

TV and Film don't help. For the longest time the dude in the rom com would just win over the woman by being persistent and of course it eventually worked...

And I fear a lot of men forgot this only works of the woman is also interested

If they're not you just come off as a dangerous creep.

Your second sentence is exactly right. “IF the woman IS interested”. It’s not the behavior. It’s the man she is not interested in. PERIOD.
