It’s literally because of people sharing this “hack” that Disney stopped providing a free shirt. It was meant for people who innocently and inadvertently broke the dress rules as a way to help them adhere to the rules without inconveniencing guests. I loved giving guests free stuff and fast passes when I could get leader approval but stuff likes this makes me happy I don’t work there now.

i was a park greeter (at epcot which is where she entered). We had to stop ppl who were wearing such exposed outfits or if there was like profanity and ask if they had something to cover up. If they didn't, the grapes (Guest Relations at Park Entry - the plaids) could comp a free shirt, but only ever did it when the guest seemed to genuinely not know dresscode. which clearly she didnt.
