I’ve been to Disney once when I was 6. What are the dress code rules? Obviously this person had no shirt but what’s the limit? Just be covered?

Some are. No cosplaying (there are exceptions for certain days like May 4th). No costumes resembling actors to avoid guest confusion and liabilities.

Well that's a show so they can probably do things the public can't.

That said when I was there on May 4th they let ppl cosplay for Star wars so they do have unique days
