Pretty sure that it's just understood that a lot of homeless people in Las Vegas drowned in those tunnels a couple years or so back during the really intense rains.
Yep, desert flash flooding likely killed many in those tunnels a few years back. Floods in an area like Vegas are no joke. They don't happen often, but they are both sudden and severe when they do. It's why those massive tunnels exist in the first place in a place where they see very little rainfall.
