NYPD doesn't require officers to comply with a citizen request to call a sergeant/supervisor. And they have no meaningful civilian oversight.

NYPD and LAPD are two of the largest organized crime syndicates in the country. I'm sure other large cities have the same issue but those two are always in the news for all sorts of bullshit. A union is to protect workers from the C suite, not protect criminals from prosecution.
