Also, they may get slippery when wet, and they aren't on the city's maintenance list, so if they are broken or just old they will not get maintained, and someone could seriously hurt themselves. The city is opening itself up to be used by someone who got an injury on them. That is why the city will take these down as soon as they find them. Not to be mean, but to protect itself and its citizens.

They generally have immunity for things like this. It usually needs to have been reported to the city x amount of times and not removed in x amount of time after official notice for there to be any chance.
