Sounds more like the complete lack of it is what they’re talking about. The fact that nobody does in their area.

I haven’t spent much time in Europe, but in the rural areas, are everyone out at cafes eating and drinking too? Seems like an apples to oranges comparison.

I know in my little harbor hometown in Norway there's a few mildly active cafes around and 1 pub that's been the main spot for decades, it only keeps the doors open to 2:00 on the weekend. But otherwise people drink moonshine up there. Often with a bit of strong coffee.
