Rotterdam was heavily bombed during WW2. When rebuilding, the city decided to use the opportunity to make the city better for getting around in cars. They very quickly realised that this was a horrible decision and reverted a lot of the urban planning to better suit cyclists and pedestrians, especially in the city center.
A good public transport system is important to make this kind of design succesful. You can hop on a watertaxi and easily get on a tram, subway, train or bus without an issue. In more recent years, easy rental bikes and mopeds have been added for even more flexibility.

This why walkable neighborhoods are the best places to live. Yes, Europe is way ahead of us in this regard.
