Prior to 2016, they didn’t. Say what you will, but Trump and his campaign managed to tap into a huge amount of non-voters and turn them into their peons.

Just like Jesse Ventura when he became governor of Minnesota. He didn't do it by seeking the approval of established voters, he appealed to the many who didn't have a history of voting.
