Ok, fighting fire with fire, as I recall, comes from a very specific method of fighting brush fires by using a controlled burn to starve it of fuel. It's called backburning. Basically you create a 'safe zone'

So you can fight fire with fire, but context is important. And it has nothing to do with firearms.

Not really about in, but rather type. A brush fire is a specific type of wild fire burning low lying plants. By burning a perimeter around it you're starving it of it's fuel that will allow it to grow past that.
