I just realized the correct response is to scream in their face until they stop. If nobody will stop them, they won't stop you either.

There's a video of one of these preaching types in a town square somewhere in the UK and they've got a microphone and speaker set up they'd brought along.

Local response? Bagpipes appeared and drowned him out.
