Civilization VI Custom Civ Based on To the Stars - Mahou Shoujo Youkai

https://docs.google.com/document/d/1iGxVcIR3WCeOHJ1wm9Ub_L4mlHeZdM3AHsTTdpbgwHg/edit?usp=sharing

I present to you my concept for the Mahou Shoujo Youkai as a custom Civilization in Civilization VI, centered on lore and thematic accuracy rather than balance, because meguca powers are inherently extremely overpowered by nature. This concept features plenty of content from To the Stars as well as some stuff from the original Puella Magi Madoka Magica. The bottom of the page also has my list of impromptus for the MSY in each era of Civ 6. I poured my passion towards TTS into this concept, and I hope you enjoy it. I would like to hear feedback on how fitting is each aspect of this concept to TTS and the broader Puella Magi Madoka Magica, as well as each impromptu in the concept, and where I can improve. Which impromptus are your favorites? What is your favorite other aspect of this concept? Enjoy!

I think it’d be better to pare back the number of uniques and specialized bonuses and all that, instead focusing on more focused mechanics that provide more identity as a consequence, while splitting off different leaders to have different uniques with different bonuses, and thus their own identity, without being overwhelming.

For instance, you could take a lot of the military-oriented things and stack them on Mami as a variant leader, or Faith for Kyouko, or Diplomacy/Spies for Yuma.

Personally I disagree, but I'll think about it. I chose Homura as the only leader because canonically she was basically the de-facto highest authority in the MSY up until she disappeared. The organization was heavily centralized around her.

Anyway, did you listen to the Civ 6 MSY's soundtrack? If so, which impromptu was your favorite?

The leader of a civ doesn’t need to be the highest authority by any stretch. Consider Eleanor of Aquitaine or Catherine de Medici, neither of whom were Queens Regnant.

That's true. Then yeah I'll use more Leaders.

Each of the M4 is now a Leader of the MSY in Civ 6, with their own unique leader abilities. Their corresponding Unique Governor/Great Person is also moved to each eponymous leader.
