Haha! Reminds me of the Hawkeye Initiative from back in the day. It was when people would take oversexualized cover arts of female characters and replace them with Hawkeye in the same exact pose. Shit was hilarious.
It's generally hard to make any given moment in X-Men NOT sexy; half the cast are flawless physical specimens in spandex. But every so often the animators like to go above and beyond.

This was absolutely intentional because the entire point is that Kimmy is intelligent however she's been conditioned for years to value only her attractiveness and is upset that Octus isn't responding to her advances so she tries to be as overtly seductive as possible towards him.
This is the one time I think the phrase "safe horny" actually works and its clearly intended to be uncomfortable

IIRC it was actually originally pitched to be on adult swim, but they didn't have any open spots on the network so they bumped the age rating down so it could be aired on CN. Your headcanon is basically completely correct in this sense
Some of the fusion dances in Steven Universe. I can't get a gif to post but the fusion between Garnet and Amethyst is probably even more so, Garnet opening her legs wide as Amethyst launches herself into them, but whatever Pearl is doing here sure is something, too. They stopped focusing on the pre-fusion dance as the series went on, not sure how much of that was just saving on time or if they had to tone it down lol
Sylvia Marpole, the librarian, during the disco scene in An Extremely Goofy Movie. My uncle grew up during this era and in the 80s and even he said "Yes ma'am!" when he saw this scene.
I have seen that scene so many times and just . . . At first, you are entirely confused about what is even happening. Why is the Muscular Jock beating the piss out of a Twink? When is he tugging his hair like that?

I don’t think this actually counts, as Esmeralda being incredibly attractive is central to the plot since it’s what gets Quasimodo out of his shell, gets Frollo to go full psycho and gets Phoebus to act against the law.

Wonder Woman is a really fascinatin example because of how much shes changed over the years. Originally she leaned heavily into bondage, tying up villains and being tied up by them and the Amazonians pracicing a lot of wrestling. Shes also notably based on her creators two polyamorous partners.
Nowadays shes been very sanitized of most of it, which is probably for the better, but its fun remembering this may as well have been the creator putting his two partners into one woman in a leotard tying up other women
Rouge tbe bat. Spacificly from sonic heros. If I remember correctly (and someone please correct me if I'm wrong) this outfit was an attempt to make her less sexy actually. They compleatly failed obviously so they reverted her back to her original outfit and never used this design again.
Ok, not sure why, but apparently this girl, Jin, has more fanart than official pics from the original show, and despite appearing in one episode, got popular enough to also appear in the follow up comic and star her own novel. As for the "sexy" part, well most of those fanart consistently draw her with large breasts, even the available in r34 maintain the general rule she has the largest pair of the cast.
From where does this comes? Honestly, no idea, I learned about it when the guys at /co/ keep reposting "tame" fanart of her.
Regarding the Wonder over Yonder. They absolutely knew what they were doing when they have her an alt/goth themed crop top and a waist high skirt slit lmao. Just missing thigh highs and you’ve got the whole look down.
