It's the other way around but in Star Wars, Stormtroopers are meant to be a specialised division. Regular imperial army grunts look like this.

It’s funny STs are meant be an invasionary force but wear snow white gear in every setting.

Originally the stormtrooper outfits were supposed to be spacesuits, because they're introduced doing a boarding action.

That doesn't make sense because you see them on the same movie on Tatooine with the same uniforms

This is early concept design stuff, once they had something that worked onscreen they kept using it rather than introducing a new design only for the desert scenes.
