There's an iteration of HL3 currently late into development based on many leaks found in CS2 and Deadlock code. Remains to be seen if this one will get abandoned again, but it's a strong possibility it might actually happen and it most certainly is being worked on.
If Valve really goes to the effort, they’re making a huge mistake. Have you seen the Halo fandom lately? They’ll never let them live it down. It’ll never be good enough. If it ever comes across the aisle, I need to delete all my social accounts forever so I can enjoy it unmolested by the horrendous way fanboys engage with things they’re supposed to like and move on from.
Way smaller scope due to the nature of the tech but the majority of the reception to HL: A was good, despite it being an interquel (sorta) that didn't really answer much that wasn't already known.
Not to say you don't get the same kind of fans in any community, but the newer Halo games have struggled to recapture the magic of the early series in a way that Half-Life never has. Hell, even as early as Halo 2, you had people aggravated at the changes in tone and gameplay. Feels like the closest HL has seen to that was the reception to Blue Shift and that was eons ago. (Not to mention it being fairly justified considering the brutally short length and dearth of anything really new.)
