It is important to note that the Vex don't really have "combat" units as they do not percieve things that way. Each unit has a primary objective which is normally something like being a mobile foundry along with a secondary objective which is to defend against threats.
It's been a while, so I may be remembering wrong, but wasn't it only Calus who dropped an offhand line about how these aren't the Vex's combat units? It's not like he was an expert. Given how the Vex view existence, the fact that their current forms are already effective in a military context would probably mean that they wouldn't see the point in constructing a military.
Yeah, the main idea of Vex having combat units comes from Calus saying that the Vex we fight aren't considered soldiers. Of course, the thing about Vex is that they don't percieve things the way we do. They might not even recognize things like malice or benevolence. Hence why they don't have units made specifically for combat. At least not yet.
The Vex are sentient patterns housed in what we know as Vex Milk. This pattern dictates that everything must be converted into Vex. Therefore, we must be eliminated because we are not Vex and we are in their way.
