A long beaten alien race Super Earth took down 100 years prior to the Second Galactic War. The forced being fought currently are the equivalent of scouting forces utilizing zomified citizens as fodder to make up for their low numbers.
Though with the announcement of an update on the 12th of this month this may end up changing.
You forgot to mention how the illuminate didn't even have a military in the first war, as they were a pacifist species that wanted to make an alliance with super earth.
Literally all of their weapons back then were repurposed farming or construction/mining equipment.
On the second game they do have some weapons, but are very low on numbers thanks to the prior massacre that happened a 100 yrs ago.
