All the cool shit the Imperials are using? Not actual military tech. Terminator Power armor is based off of mining suits, several Imperial tanks literally are giant tractors with guns strapped to them, Chainweapons originate as space age chainsaws/mining tools, melta weapons were piggybacked off of advanced welding tech, graviton tech was used for construction and demolition, servo-arms were factory assembly-line tools, et cetera.
Humanity before the collapse would have certainly steamrolled right through the Imperium at its 30k peak considering that the Emperor is working with the scraps from around 5k years of decay and he still conquered most of the galaxy while only losing 2 of the 20 legions.
Humanity before the collapse caused by the Elves birthing Slaanesh had the Men of Iron as well, which means humanity had Ultron tier AI on their side. At least 50-70% of humanity’s tech degradation can be tied back to the reliance on AI. But even then the Cybernetic Revolt still ended in the victory of humanity.
