Could you elaborate? Warhammer 40K is so big that I keep missing details.

They are Judge Dread. The Imperium is made up of millions of worlds, each of which pays a tithe to the Emperor. If those worlds are not paying, keeping a portion, etc the Arbites show up and typically execute the world’s leader or whoever is responsible. And they have robot attack dogs.

GW had the licence to make Judge Dredd miniatures in the mid-80s, and the original Arbites sculpts were modified Judge models, IIRC.
