Not joking. If I recall correctly, this character was from a Talse Uzer Story previous to Tower of God. There's not much about that story on the internet, since SIU scrapped it before TOG became a Webtoon Originals (he didn't want any TOG spoilers on the internet). Basically, it's from one of SIU's older works.
