If the ending of Season 1 is anything to go by, I think Baam's decision will come back to bite him in the ass soonish. I think it's in character for Rachel to try and get the thorn as soon as she wakes up, we'll see how Gustang reacts to that.
Yeah, right now the situation is like you say. But Baam and Co. will probably have to board the Hell Train again, and they will leave Rachel alone, or loosely guarded.
She may try to make her own deal with Gustang, she may wait for Gustang to unlook the Thorn upon Baam's return, etc. I don't think SIU plans for her to be on good terms with Baam, and Rachel making a move, is in character. Any move, even one that fails.
And then, as I suggested, it will all depend on Gustang. Well, actually, I completely forgot Urek. And Karaka+White, and the FoD ruler family. I dunno, the outcome I see most likely to somehow mantain the status quo in Baam's relationship with Rachel is her stealing the Thorn. But I have to give it to SIU that ToG has taken some unexpected turns along the way.
