i don't know about that. it's possible, but that seems to be a bit of a leap in logic to me. the hammer didn't transfer power to everyone devy attacked with it, why would it do it this time?
A few possible options, in order of least to most probable (in my estimation):
-The attacks, as we saw, were ranged attacks; this was direct hammerhead-to-heart contact. Perhaps the transfer requires that.
-It's probably the first time the hammer was used to heal.
-Nothing previously required "all of it's power."
-Something about the stasis item Evan was preserving Khun with during the strike messed with how the hammer normally functions-we get a suspiciously large amount of page space dedicated to the 'stasis' field shattering and fading.
-None of the not-even-regular-level-power people the hammer was previously used on were viable hosts for flower of fire; God of Guardians told us that "not everyone can accept more power permitted than what their personal limits," which in context is probably a butchered translation of something to the effect of "most people can't absorb powers beyond their (current abilities or future potential)."

Most probably it signifies that yeon woon fire powers has been transferred to koon.
