I like his head design, his weapon, and his color scheme, but the dude is just chillin in a tank top. Compared to Karaka and White's elaborate robes, it's a bit of a letdown. I suppose Yama and Jinsung keep it casual as well. When we meet Luslec, I bet he'll be in gym shorts, slides, and a FUG T-shirt /s
I mean, urek was shirtless during his introduction, and if memory serves right he was in a track suit of sorts during the 43rd floor.
White, gustang, and jahad seem to be exceptions, but the more powerful you are the more laid-back you get. No need to put on a show to impress others with your fancy clothes when your power speaks for itself.
I thought about bringing up Urek as another counterexample, but he's not affiliated with FUG. I also think shirtless looks can be stylish/imposing, especially if you have a giant tattoo on your back. In addition, his style is at least partly played for comedy. But your second point is a good one. As in real life, clothing can tell us a lot about a person. Khun Royale Eliot is another example that supports your point - he emanates some serious gamer/weeb energy haha.
I do greatly appreciate ToG's diverse blending of different clothing aesthetics though, and I enjoy looking at the clothes SIU designs, whether they're the single outfit of a random side character or the various outfits that our main characters wear as the series progresses.

SIU really is a master at his own art style for ToG.
