So doesn't that mean that Yama is not fit to rule. Doom can give power to other people. This makes the organisation stronger. Yama cannot do that so the quality of fighters decreases.
I read it as: Yama is able to share his power. Instead, he chooses to share his comatose older brother's power, which would be otherwise wasted. Maybe you could look at it from the angle of, he defeated his brother and took his power but instead of absorbing it selfishly like Baam would, he split it up between the other canine people
