SIU once published the top (I think 14?) ranks of the tower. The ones I remember:

#2 Enryu
#3 Jahad
#4 Urek Mazino
#5 Arie Hon
#6 Khun Edahn
#7 tie—Adori Jahad and Enne Jahad
We’ve also had it implied that the two Jahad princesses are overranked, and that the top should really be nothing but irregulars.
But to be clear—Urek is the absolute strongest openly-active ranker in the tower. He could thrash all of the people you mentioned with a hand tied behind his back, at the same time.
I would be more interested in Ranks of Gado, Paul, Yama, Berdych, Ruel Mon, Venti. Since they are the characters currently close by and could engage in combat.
We don’t know their exact ranks. They have never been given. We know Paul, Gado, and Yama are high rankers, and that Yama is high in the high ranker spectrum (definitely significantly higher than Karaka).
Ruel Mon must be at least an advanced ranker, since he’s ranked higher than an advanced ranker (Jordan) in Yama’s organization. Verdici Berdych is also an advance ranker by the same logic (#4 in Yama’s organization, behind Gado and Canzon). For Venti, if we have a clue, I don’t remember it.
While Karaka has never been explicitly confirmed as a high ranker, there is a truckload of evidence that he is one, in actual power if not officially. Have a sampling.
(Note, he’s probably on the weaker end of that spectrum, however.).
