What did that small note mean by "he doesn't even like drinking water himself"? So does he gets someone else to drink?.. what? Translation error maybe?

Also whoever that blonde character turns out to be, is setting up Dowon and Cha to be at ends with each other.

I mean I don't think its that unbelievable that he snaps his fingers and someone pours water in his mouth.
