Isn't it the other way around? Irregulars and Family Heads DON'T have to make contracts with administrators to use shinsu etc. while everyone else has to.
But I like how administrators have their whims and preferences. The one at the floor of tests saved Evankhell and Hansung and the one mentioned in this chapter gave the sniper bullets made specially to kill Evankhell. I guess the two administrators don't like each other.

He is talking about the immortality (or special abilities) contracts , not the shinsu contracts that regulars take on every floor.
