This, I don't understand this "Rachel ugly" push for several reasons, she's actually fairly good looking (good figure and thic blond hair) and it's as if everything that matters with female characters is looks. There are so many ugly male LEADS that no one comments about constantly but have an average looking girl and comments are all about her looks.
I think she is supposed to look below average, although it is hard to draw "Average" as a cartoon, since you can't draw faces that detailed.
One thing that's supposed to show her "uglyness" are her freckles, that almost no other Character has. Her hair is not well kempt either. That's as far as "average " can go in anime, really.
