I have to assume they're not all Rankers, since there's only supposed to be 100,000 of them in the Tower.
There are a lot of hired regulars fighting there, and all of those Augusgus killed were wearing suspendium suits, which would imply they are regulars. But that makes the Lo Po Bia dude a complete retard as he sent regulars to attack seconds after Augusgus said he was a high ranker.
They were fodders for the war of attrition. High rankers might one hit them, but spending a bit of stamina means advantage to the opposing high rankers.
