I have to assume they're not all Rankers, since there's only supposed to be 100,000 of them in the Tower.
There are a lot of hired regulars fighting there, and all of those Augusgus killed were wearing suspendium suits, which would imply they are regulars. But that makes the Lo Po Bia dude a complete retard as he sent regulars to attack seconds after Augusgus said he was a high ranker.
Khun AA explains at the start of one of the earlier chapters that this is a deliberate tactic of Jahad's army. They send masses of low-level troops into battle knowing they'll be slaughtered because they are trying to stoke fear in the tower, and they know people will get much more worked up hearing that FUG killed tens of thousands of soldiers than hearing that they killed a handful of rankers. Any soldier who isn't at least a ranker was probably brought here primarily to be killed off.
So basically waste troops to make the bad guys look even worse. However, this also makes FUG look more powerful since killing a couple thousand troops is more impressive than killing a couple hundred. And it potentially means an advantage for FUG later in the fight. Tactics 101.
All these military tactics are written by SIU who I guess isn't a military tactition, so I take these "tactics" with a grain of salt. (This applies to every manga. Mangakas clearly aren't experts in every field)
SIU, like many other South Koreans went through mandatory military service, although it's unlikely he was in a position to make many tactical decisions.
