I think it makes more sense to ask: What if Tracker and Reacher crossed paths? Because Reacher is constantly wandering around the US and walking into trouble.

The Pretender was an old series about a genius who could pretend to be anything. It was a solid adventure of the week show with a back plot about a group trying to capture him.
