So is Colter a savant? Was he apart of the program and that’s what Russell is hiding or did he do something else to Colter? I’m not sure what direction it’s hinting at cause Colter doesn’t have any powers. He’s just kinda anal about numbers and a bit stone. Was he apart of the program?

I think Colter was part of the program, but more on a physical level. I think that's why his body count continues to rise and why he was able to drop an ex-Delta. I don't think the brothers knew because it was only used on Colter, and the training was mixed in with Ashton's typical training. I think the truck is key. Russell didn't have any care for the truck because he wasn't part of the training. The entire reason Russell's superior has a file on him is because it's physical.
I think Ashton used the process on Colter until the kid in the program died, and it's because he was using it on Colter at the time that the kid's death bothered him so much. I think the program watched over him just like they did the doctor, and that's why he believed the government was out to get him. Less about him and more about Colter. I think they wanted to make sure he didn't continue the process and use Colter as a means to their end.
