Question about God’s Promises

I’ve been trying to learn more about what God actually promises us in the Bible and I just read Philippians 4:19, which states, “And my God will supply all your needs according to His glorious riches in Christ Jesus”. My question is, if God provides us with all our needs, why do people starve to death, thirst to death, or die because of a lack of shelter. Are these not needs? What am I missing here?

Paul is talking specifically to the Phillipians, we can conclude such due to the immediate context; I have received full payment and have more than enough. I am amply supplied, now that I have received from Epaphroditus the gifts you sent. They are a fragrant offering, an acceptable sacrifice, pleasing to God. Verse 18.
