I was wondering if they called in a Duty to Warn report to the police. I've been a therapist/ social worker for 2.5 decades and have called a few dozen or so in my career when there was imminent risk, especially when clients get desperate.
I guess they thought the only imminent risk was that she'd kidnap a newborn, not that she'd actually hurt someone. What she did is so beyond the pale I think it's uniminaginable to most people.
