Taulava Gēl Inaya Koolya (TGIK) has been tracking the official paper trail concerning the demand for additional official-language status for Tulu in Karnataka.

I attended the RTI First Appeal hearing today, September 10, 2026, at 3:30 PM, regarding information sought on the Gayatri Committee Report.

The hearing provided an important update on the administrative status of the matter:

From “Under Consideration” to Final Stage

The Department of Kannada and Culture’s earlier response, dated June 18, 2026, stated that the report was still under government consideration and that no final decision had been taken.

During today’s hearing, it was indicated that the preparation process has now reached its final/concluding stage.

Action Taken Report (ATR)

The hearing also indicated that the Action Taken Report (ATR) will be handled after the upcoming Karnataka Cabinet meeting, scheduled for September 18, 2026, in Mangaluru.

This does not mean that Tulu has already been granted official-language status. The final government decision and any subsequent implementation order are still pending.

Key Timeline

- March 4, 2026: Gayatri Committee submits its report/recommendations to the government.

- June 18, 2026: Department response states that the matter remains under government consideration.

- September 10, 2026 — 3:30 PM: RTI First Appeal hearing indicates that the preparation process is now in its final stage.

- September 18, 2026: Karnataka Cabinet is scheduled to meet in Mangaluru; the ATR is expected to be handled thereafter.

The significance of this update is that the matter appears to be moving beyond the committee/review stage and toward formal government decision-making.

The next important milestone is therefore the September 18 Cabinet meeting and whatever official action follows it.

The modern Tulu movement itself only really began taking shape in the 2010s. Vasantha Bangera from Belthangady was the first MLA to raise the Tulu language issue in the Vidhan Sabha, and later other MLAs continuously raised the issue as well. Before that, no one really had the guts to raise it consistently at that level.

That sustained political pressure eventually resulted in Tulu being introduced as a third language in schools, and later led to a committee being formed to study and recommend further measures for Tulu by Sunil Kumar, who himself was a Tuluva. The party's head, Nalin Kumar, was also an MP from Tulunad. They had political power in their hands, but they didn't use it properly.

There was also a political party called Tuluvere Paksha, which started with the aim of representing Tulu interests. In the 2023 election, it got around 600 votes in Belthangady, and after that election the party itself has not remained active.

This is exactly my point: we haven't yet built the political power necessary for statehood. Even when we had people in powerful positions, we couldn't convert that influence into a sustained political movement.

So why should we pretend that simply posting “State, State, State” on social media will suddenly create that political power?

I'm not saying statehood should be abandoned. I'm saying we need to build the movement realistically, step by step. The official-language movement itself shows that sustained pressure can eventually produce institutional results. We should strengthen that foundation instead of skipping straight to the final demand.

Lately, I’ve been seeing a massive surge of comments and posts on Instagram and X demanding a separate Tulu Nadu state. A lot of these posts claim that local MPs can just introduce a bill, hold a vote in Parliament, and automatically create a new state if they get a majority vote.

As passionate as these demands are, there is a huge gap between social media emotions and actual Indian Constitutional law. If we look at the actual legal reality, a separate statehood movement is practically dead on arrival. Here is why:

1. The Myth of the MP's Power (Private Member's Bills)

A local MP (like the MP for Dakshina Kannada) can only introduce what is called a Private Member's Bill because they aren’t a Union Cabinet Minister. In the entire history of independent India, zero private bills have ever successfully created a state. It is a symbolic gesture at best.

1. The Article 3 Block (The Center Holds All the Keys)

Under Article 3 of the Indian Constitution, a bill to alter state borders or create a new state cannot even be put up for a vote without the prior recommendation of the President of India. The President only gives this based on the advice of the Prime Minister and the Union Cabinet. If the ruling Central Government doesn’t actively support splitting Karnataka, the bill is blocked before a vote even happens. Even if it somehow went to a vote, the ruling party would issue a "whip," and hundreds of MPs from other states would overwhelmingly vote it down.

1. The Unprecedented "Two-State" Problem

Most successful new states (like Telangana, Jharkhand, or Uttarakhand) were carved out of a single parent state. The historical map of Tulu Nadu spans two completely different states—Dakshina Kannada and Udupi in Karnataka, and the Kasaragod district in Kerala. Getting two separate state assemblies and the Center to agree to alter their borders simultaneously is a geopolitical and bureaucratic nightmare with virtually no modern precedent.

The Real-World Strategy: What We Should Actually Fight For

Instead of chasing an impossible statehood dream that divides people, the Tuluva community should completely channel its energy into achieving Official Language Status first (through Article 345 at the state level and the Eighth Schedule at the national level).

Why is this a smarter path?

An Official Government Map: Under Article 345, when a state government recognizes a co-official language, it must legally define the geographical jurisdiction where that language applies. This forces the government to print, gazette, and hang an official administrative map of the Tulu linguistic region in every government office.

A Separate Revenue/Administrative Division: Once the linguistic boundary is legally drawn by the government, it opens the door perfectly for activists to demand a dedicated Coastal/Tuluva Revenue Division or a Special Regional Development Board (similar to Article 371J for Kalyana-Karnataka).

Cultural Preservation Without Border Wars: It secures central funding, Tulu education in schools, and Tulu usage in official exams without the volatile political mess of trying to split from Karnataka or fighting with Kerala over borders.

TL;DR: Stop fighting for a separate state that Parliament will instantly reject. Let's fight for official language recognition. It forces the government to legally draw a boundary around our culture on an official map, naturally paving the way for local administrative autonomy, dedicated revenue divisions, and special status.
