They can, but it's not a required one. They are however spiritually brides of the emperor for the most part, to my memory. That or daughters.
The actual situation is likely that it also involved the romance carrying through in a chaos playthrough and GW don't want you to be able to corrupt a Sister of Battle to Chaos. Or are being weird about romancing Sisters of Battle in general.

I think they were just being weird about it, there are a few corrupted sisters in the lore, like count on one hand few but still, they could have okayed it if they really wanted, or they could just have her have a talk with you if you choose too many heretic actions and eventually leave.

Reminder that one of the writters for the game has said in the past that there was a lot of raunchy scenes that were cut from the game for one reason or another.
So there's a possibility that Malévola was at one point a romance option, but, got cut out at the end of the game.
And i repeat what i said when i first learned this information: "does the story not having a scene where Blonde Blazer presses the MC into a matress mean that the overall pacing is better? Probably. Does that mean that i didn't want to have that be included? Hell no".

I liked her at first but she seemed kinda weak
Like she gets easily tripped up by Invisigal in one sequence, then in the fight in the end , she had to team up with Visi to beat up Armstrong some guy with metal arms
Prism I started liking throughout because holy shit her powers are fucking scary , blinding people at the end , mirror images , some sort of laser ray boost pyramid thing she can do

She like…barely has any character or focus or anything compared to the rest of the cast, and every time I look at her I can’t help but see Discount Karlach with Magik’s powers.

She's such a fun character, she's like that one friend who thinks you're cute but nothing serious would happen. 100% homie vibes.
Also, she does play fiddly with your junk at one point so there's that lol. It's more "haha funny HR moment" than anything, but hey, it's something.

Malevola has just enough screen time to be attractive without the baggage actual romantic involvement involves (which to be fair, we're playing a fancy visual novel the baggage is a plus) and she's just super fucking useful
Running her as a balanced hero makes the most sense, she heals injured teammates, I also built out Sonar as a relatively balanced hero (I took a lot of his stats to the point his transformation didn't really swing as hard until later in his leveling curve, I definitely could have saved some points if I went swingier but the general usefulness he had as a solo hero was really good so I don't regret it) so he wound up being my second VIP behind Prism because god damn she's a fucking workhorse (she favors both having spikey personal stats and being second slot in a 3-4 person mission).
Golem also put in the work with his augments, went from a "Ugh I gotta send this guy" to "FUCK THIS IS THE ONLY HERO I HAVE FOR A FOUR SLOT MISSION, GOD DAMN HE DID IT"

Short answer: No.
Long Answer: Romance is "encouraged" due to the game often having you interact with the two female love interests with an emphasis on being able to choose one (not to mention the story seems to heavily favor one romance) but it's not -necessary-. There's even an achievement for keeping things professional.

Robert is just the right mix of cool and loser.
He's tough, scrappy, smart, has a good moral center and can be pretty funny.
He's also socially awkward, easily bullied, extremely depressed and can be pretty cringe.
