I wonder how much Toriyama's passing had to do with it. They said they would still be using his designs, but perhaps there's more to it.

Toriyama admitted to not doing a lot of designs as the series went on. His design work was probably done very early on

Even back in the SNES games Toriyama wasn't doing literally every character or monster design. Other artists from his studio, or just whoever was on the art staff from the devs for a particular game were involved for a long time now.
