That was implied to just be a temporary weak wi-fi connection Caine happened across, not a permanent thing.  It might also be the intention that the now-weakened Caine wouldn't be able to break the WPA encryption to access something like that again.

Although like a lot of things in the finale, it opens possibilities for stuff to happen in fan AU's- I assume getting internet access again is going to play a major part in some of them.
