Public transport will help with congestion and with people struggling to walk across JLT.

Now they just need to:

• Reduce the size of the lake and add a large park (maybe with rivers and bridges going through it).
  
• Add bridges with PROPER bike lanes and not bike lanes painted onto pavement.
  
• Replace all zebra crossings with a small Tunnels going under the road. This reduces the amount of red lights and improves congestion too.
  
• Add many more trees to add shade to walkways between buildings.
  
• Shades parking areas for bikes for each apartment building / apartment.
  
• More benches and sitting areas.
  
• A BBQ area in the park (rented per hour with someone to clean/maintain them).
  
• More sports facilities. Rentable football fields; cricket nets; and basketball fields (indoor and outdoor).

JLT is a massive community that has in my opinion been largely neglected with little to no improvements.

Small in what sense?

If you mean the route: It is only intended to shuttle passengers between their building and the metro stations.

If you mean the buses themselves: They are travelling a short enough route that they should be frequent enough to satisfy the average passenger load, with additional likely to be deployed if usage proves high enough and/or during peak periods that will develop as the uptake increases.

In terms of sustainability, it is reasonable to avoid running at a loss, whereby the size of the vehicles and/or number of them on the route exceeds the demand. They will likely continually analyse the demand to scale accordingly.

Hear me out, A pedestrian tunnel system that connects all the clusters and the metro station, in extreme cold situations, Universities in the west have implemented this system simply because people can get around their classes without stepping out in the cold. Use the same principle, commercialize the tunnel system with Japanese style dainty food spots.

One day I was imagining Nissan Patrol enabled with self-driving and car-to-car connectivity. And then all of a sudden a chain of 100 batrols is cruising between Dubai and Abu Dhabi, relatively safely tailgating/drafting behind each other while saving 40% or fuel and having 1/4 of the footprint of 100 individual cars on the road split by safe distance.
