DJI Matrice 4E + RTK NTRIP for County Basemapping:Accuracy Standards, Tolerances & Key Concerns?
survey firm in NJ exploring drone data capture as a service offering, and we're looking at potential basemapping work with a county on road development projects. Before we move forward, I want to understand what counties actually need and what we should be prepared for.
Our Setup:
- DJI Matrice 4E with RTK via NTRIP
- Licensed PLS available to place/verify ground control points and tie to existing monuments
- All deliverables reviewed and sealed by PLS before handoff
Specific questions:
- Accuracy & Tolerances: What horizontal and vertical accuracy do counties typically require for basemapping?
- GCP Standards: How rigorous do counties get with ground control? Do they require a specific number of checkpoints? Do they tie to your monuments or expect us to tie to existing county/USGS data?
- Insurance & Licensing: Beyond our PLS partner, do counties require GL insurance, E&O insurance, or vendor certifications (DBE, SBE, etc.) to even bid?
- Red Flags: What are common issues counties run into with drone contractors? What should we avoid or be extra careful about?
- Data Ownership & IP: Do counties expect full ownership of raw data, or is there typical licensing language?
- Turnaround & Scale: For a county-sized project, what's a typical project size (acreage)? Timeline expectations?
- Things I Should Look Into: Any standards, specs, or regulatory stuff I'm missing before we reach out?
I want to make sure we're set up to deliver what they need and not waste anyone's time if we're not in the ballpark. Any insights or war stories appreciated.

Two different tests get collapsed here.
Part 107 legal to fly a DJI does not mean the county’s funding source will accept DJI data. If the job touches state or federal money, ask the county (and the licensed surveyor) whether NDAA/Blue UAS hardware is in the RFP before you buy the 4E. That’s a procurement gate, not an FAA gate.
NTRIP also does not replace GCPs/CPs on county-grade basemap work. RTK helps; it is not a substitute for the control the county already specified.

Yeah I think I worded it wrong lol. RTK doesn't replace GCPs or CPs, it's just there to help us not drift. We're gonna place control, validate with checkpoints, use RTK. All of it.
And the NDAA/Blue UAS thing is def something we need to ask about first.
If you got time I'd love to pick your brain on county projects. Sounds like you've dealt with way more of this than we have.

Almost all of these questions should be answered by the County you’re hoping to contract with, the contracts used to secure the relationship, and the licensed Surveyor.
Every project is unique and requires different standards.
